Disabling EAP server certificate validation (by choosing “Do not validate” under CA certificate) was removed from android in Android 11 (Dec 2021 security update). You cannot use that to connect wifi using an Android device anymore.
Your college’s IT department is likely providing a CA certificate and domain name to allow users to connect using TTLS/PAP. Maybe, ask other students for ways to connect, or contact IT admins.
For example, in IIT Kanpur you need to put “System Certificate” under CA certificate and “wifi.iitk.ac.in” under domain name in order to connect using TTLS/PAP.
